Health Life Safety

The Illinois Administrative Code and the School Code of Illinois require that the Regional Offices of Education regularly visit schools for Health/Life Safety inspections and to ascertain the degree to which schools comply with the State of Illinois operational requirements.

There are 42 pubic school districts and five special education cooperatives in the DuPage Region comprising of 318 facilities being reviewed each year. Trained and experienced representatives from the Regional Office of Education’s Compliance Team visit each school every year to carry out Health/Life Safety inspections as required by code.

The Compliance Team also inspects building plans and specifications for school construction and renovation that includes collaboration with local municipalities. The Regional Office of Education is responsible for issuing building and occupancy permits. See below for permit process.

The DuPage ROE is now accepting all building permit applications electronically only. Please email kkozerka@dupageroe.org with all the items listed below.

Form 36-35 Confirmation of Plan Review Records (If not applicable, indicate NA)

One copy of the:

Plans/Specifications (signed/sealed by architect)
Project Manual (signed/sealed by architect)

It is the responsibility of the local School Board to ensure that no facility is occupied before the Regional Superintendent has issued a Certificate of Occupancy.

Law Enforcement Drill Report

Recommended best practice – complete the required law enforcement drill and send the report to your district office. The district office will then forward all forms to the ROE by November 1st of each school year.

Non Law Enforcement Drill Report

Recommended best practice – complete ALL required non-law enforcement drills and send the report to your district office. The district office will then forward all forms to the ROE by March 20th of each school year.

District Annual Review Report – Emergency & Crisis Response Plans

The ROE suggests Districts have this meeting in August before school starts or early in the school year, and report this meeting by November 1st of each school year to the ROE.

In accordance with Public Act 096-0734 & 105 ILCS 5/3-14.21, the Office of the State Fire Marshal or delegated (local) fire officials shall conduct annual fire safety inspections of each school building based on the “Health/Life Safety Code for Public Schools.”
